Requires all Hawaii government entities that issue building permits to establish a self-certification process for behind-the-meter solar distributed energy resource systems, allowing permit applications to be deemed approved so applicants can begin construction immediately.

Licensed design professionals (engineers, architects, or surveyors) may conduct permit reviews and inspections using commercial software, with their approvals accepted without additional documentation if code compliance is demonstrated.

Government entities must issue building permit numbers and close permits within 30 days of application submission when self-certification requirements are met.

Mandates development of FEMA-accepted guidance for when No-Rise Certification is not required for solar systems installed on existing structures in regulatory floodways, provided no additional obstruction is created.

Effective date is April 19, 2042; member-owned electric cooperatives are exempt from the self-certification requirements.
