Amends Hawaii Revised Statutes Section 445-112 to authorize the Stadium Authority to approve outdoor advertising devices and digital outdoor signage devices within the Stadium Development District.

Defines "digital outdoor signage device" as any outdoor advertising device with electronically changeable messages, including flashing, revolving, or flickering lights, LED signs, plasma displays, and electronic programmable message signs.

Maintains existing authorization for outdoor advertising on Stadium Authority-operated stadium scoreboards, requiring such devices to face the stadium interior.

Makes minor technical corrections, including changing "University" to lowercase and "purpose" to "purposes" in existing statutory language.

Takes effect July 1, 2050.
