Amends Hawaii Revised Statutes Section 286-26 to allow mobile vehicle safety inspections for passenger cars at any location chosen by the vehicle owner and inspector

Requires the Director of Transportation to adopt rules implementing the mobile inspection option for passenger cars

Maintains existing inspection requirements for mufflers/exhaust systems (compliance with sections 291-24 and 291-24.5) and head lamps (compliance with section 291-25(a))

Takes effect upon approval by the Governor
