Extends the parking fee exemption period for disabled paid parking permit holders from 2.5 hours to 4.5 hours at metered parking spaces and unattended pay stations.

Removes the confusing language about "maximum time the meter allows, whichever is longer" in favor of a fixed 4.5-hour exemption period for clarity and consistency statewide.

Addresses concerns from permit holders that the current 2.5-hour exemption is insufficient time to park, travel to destinations, conduct activities, and return to vehicles.

Amends Section 291-55 of the Hawaii Revised Statutes governing parking exemptions for persons with disabilities.
