Authorizes the Board of Land and Natural Resources to lease the remaining portion of Ala Wai Small Boat Harbor for private development, management, and operation through public auction, request for proposals, or direct negotiation, with leases expiring by June 30, 2046.

Requires the Department of Land and Natural Resources to develop and implement improvements to portions of Ala Wai Small Boat Harbor that provide public shoreline access and multimodal connections between Ala Moana Beach Park and Waikiki Beach.

Addresses approximately $1.1 billion in deferred maintenance costs across Hawaii's 16 state small boat harbors as of 2024, with the division operating on an annual budget of roughly $30 million.

Protects civil service employees whose functions are replaced by the lease, requiring reassignment within the division without loss of salary, seniority, or benefits.

Requires annual reports to the legislature on lease findings and recommendations, including whether the arrangement should be continued, modified, or terminated.
