Requires the Hawaii State Energy Office to commission a study on which energy consumption sectors (electricity, transportation, heating) can be most quickly and cost-effectively decarbonized through combustion-free renewable energy sources.

Study must evaluate residential, commercial, and industrial sectors for electricity and heating, as well as ground transportation, interisland sea and air transportation, and international cargo shipping.

Prioritizes conservation, efficiency strategies, and energy storage to ensure firm energy supply rather than alternative fuels that may increase costs or require premature infrastructure phase-outs.

Responds to the Navahine F. v. Hawai'i Department of Transportation settlement requiring a Greenhouse Gas Reduction Plan to achieve zero emissions by 2045 across all transportation sectors.

Report with findings, recommendations, and proposed legislation due to the legislature by December 31, 2026.
