Mandates annual agrivoltaics compliance reports to the Department of Agriculture and Biosecurity, including acreage in production, farmer identification, agricultural output documentation, and any noncompliance periods.

Authorizes penalties of up to $5,000 per acre per year for landowners who fail to comply with agrivoltaics requirements after a four-month cure period, with additional enforcement options for repeated violations.

Expands solar energy facility development on agricultural lands with productivity ratings of B, C, or D, requiring that areas under and adjacent to solar facilities support commercial agricultural activities at lease rates at least 50% below fair market rent.

Allows county planning commissions to issue special permits for agrivoltaics before land use commission approval under certain conditions, with the Department of Agriculture and Biosecurity responsible for establishing rules and verifying farmer eligibility.
