Establishes a State Arborist Advisory Committee within the Department of Land and Natural Resources with 9-13 governor-appointed members, including representatives from each county committee and experts in arboriculture, urban forestry, and related fields.

Creates detailed selection criteria for "exceptional trees" based on seven categories: age, aesthetics, ecological/environmental/economic benefits, botanical and biological value, cultural value, historical value, and size.

Establishes a new "significant tree" designation as a tier-two classification for education and outreach purposes, with no regulatory obligations or tax benefits for property owners.

Requires each county to maintain an arborist advisory committee with at least six members and expands their duties to include recommending protective ordinances for all trees and identifying significant trees.

Effective July 1, 2050, and directs DLNR and the University of Hawaii to cooperate with state and county arborist advisory committees in implementing the exceptional trees program.
