Establishes a state goal in Hawaii to strengthen nature-based solutions that reduce direct and indirect carbon emissions, including marine ecosystem restoration for carbon sequestration.

Directs state agencies responsible for natural resource management and carbon sequestration to identify investment opportunities in nature-based solutions, including restoration of oceanic, coastal, and wetland ecosystems.

Authorizes the Department of Land and Natural Resources to evaluate and develop methodologies for quantifying carbon emissions reductions achievable through marine ecosystem restoration and other nature-based solutions.

Requires all nature-based carbon sequestration projects to be assessed for carbon sequestration potential, conservation capacity, wildfire risk mitigation ability, financial sustainability, and alignment with the State's clean energy transition.

Requires the Department of Land and Natural Resources to submit a report to the legislature by twenty days prior to the 2027 regular session, with an effective date of July 1, 2050.
