Establishes a Blue Economy Working Group to study how to develop and support marine-based economic activities that align with Hawaii's decarbonization and restorative food production goals.

Working group responsibilities include evaluating funding opportunities for coastal and marine ecosystem restoration projects, analyzing existing blue economy research including the "Hawaii's Ocean Opportunity" report, and identifying policies that align with Hawaii's cultural foundations.

Membership includes 11 representatives from state agencies (DBEDT, Board of Land and Natural Resources, Hawaii State Energy Office, Board of Agriculture and Biosecurity, Climate Change Mitigation and Adaptation Commission), University of Hawaii Economic Research Organization, and invited private sector and nonprofit representatives specializing in marine industries and environmental preservation.

Working group must submit findings, recommendations, and proposed legislation to the legislature no later than 20 days before the 2027 regular session.

Working group dissolves on June 30, 2027, and the Act takes effect July 1, 2050.
