Amends Section 89-9 of Hawaii Revised Statutes to remove retirement benefits from the list of subjects excluded from collective bargaining negotiations between public employers and employee unions.

Previously, retirement benefits (except as provided in section 88-8(h)) were explicitly excluded from negotiation; this bill strikes that exclusion from the law.

Maintains existing exclusions from bargaining including classification, reclassification, health benefits trust fund contributions, recruitment, examination, and initial pricing.

Preserves employer management rights over directing employees, hiring, promotions, disciplinary actions, layoffs, and emergency operations.

Takes effect July 1, 2026.
