HI SB2396

Establishes a public Registry of Agents through the Department of Commerce and Consumer Affairs for on-island representatives designated by absentee landlords who reside outside Hawaii or on a different island from their rental property.

Requires absentee owners or landlords to register their designated on-island agent and managed properties with DCCA, and prohibits designating tenants as agents.

Imposes penalties of one month's rent or $2,000 (whichever is greater) every 30 days for absentee landlords who fail to designate or register an on-island agent.

Requires condominium association members residing outside the State or on another island to designate an on-island agent and provide contact information to the association's board.

Takes effect July 1, 2050.
