Amends Hawaii's open meetings law (Section 92-81) to modify quorum requirements specifically for neighborhood boards overseen by Honolulu's neighborhood commission when vacancies exist

Allows a majority of filled seats (rather than total seats) to constitute a quorum for conducting official business when a neighborhood board has vacancies

Requires only a majority of members present at a meeting where quorum is established to validate official board actions, rather than a majority of all board members

Applies exclusively to City and County of Honolulu neighborhood boards, not to other neighborhood or community outreach boards in the state
