Requires county boards of water supply to publish reference maps on their websites showing domestic water service availability for new residential construction and expansions in residentially zoned areas.

Maps must include descriptions of geographic zones with water service limitations due to source, storage, or distribution deficiencies, along with inventory of unfulfilled developer-funded improvements.

Supporting analysis must be provided explaining any deficiencies or limitations that prevent service connections.

Maps must be published by July 1, 2027, and updated at least annually thereafter.

Boards may include disclaimers that reference maps are preliminary and do not constitute actual permit determinations on water availability.
