Establishes regional shoreline mitigation districts under the Office of Planning and Sustainable Development to coordinate adaptation planning for coastal areas threatened by erosion, wave impacts, and sea level rise.

Requires shoreline adaptation pathways plans to include analysis of public trust resources at risk, assessment of property values, sediment transport conditions, and both short-term and long-term adaptation options such as beach restoration, armoring, relocation, or retreat.

Mandates community engagement through collaboration with property owners, local businesses, community organizations, the Department of Land and Natural Resources, and county planning departments when developing adaptation plans.

Identifies financing mechanisms for implementation including special assessment districts, community facilities districts, tax increment financing, and county-issued bonds at property owners' request.

Prioritizes preservation of public beaches and lateral shoreline access in all adaptation pathways, with final plans submitted to the Board of Land and Natural Resources for adoption.
