Creates the "Compassionate Access to Medical Cannabis Act" (Ryan's Law) allowing terminally ill patients and qualifying patients over 65 with chronic diseases to use medical cannabis in healthcare facilities including hospitals, skilled nursing facilities, hospice homes, and home health agencies.

Requires participating healthcare facilities to prohibit smoking or vaping of medical cannabis, document usage in medical records, and ensure patients provide valid medical cannabis registry cards or written certifications.

Places responsibility for acquiring, administering, and storing medical cannabis on patients or their primary caregivers, not healthcare staff; medical cannabis must be kept in locked containers in the patient's room or designated area.

Prohibits healthcare facilities from denying patient admission based on medical cannabis use and allows facilities to suspend compliance if federal agencies initiate enforcement actions or issue prohibitions against state medical cannabis programs.

Department of Health is designated as the enforcement agency, though compliance with this chapter is not required for obtaining or retaining healthcare facility licenses.
