Requires charging infrastructure planning to increase capacity at rates exceeding both projected electric vehicle sales growth and other electric transportation charging needs.

Grants the Public Utilities Commission authority to adopt administrative rules to implement zero-emissions transportation goals alongside the Department of Transportation and Hawaii State Energy Office.

Takes effect upon approval, with provisions ensuring the EV charging exemption remains in place after a related statute is reenacted on July 1, 2028.
