Amends Section 11-412 of Hawaii Revised Statutes to change when the 5-year statute of limitations begins for criminal prosecution of campaign finance violations

The statute of limitations would now start from the date the Campaign Spending Commission discovers the violation, rather than from the date of the violation itself or the filing date of the related report

Does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date

Takes effect upon approval by the Governor
