Requires candidates and individuals authorized to receive campaign contributions to deposit monetary contributions or campaign funds into a depository institution within seven days of receipt, replacing the previous "prompt" deposit requirement.

Mandates that contributions from lobbyists received before a legislative session blackout period must be deposited within seven days of receipt or before the blackout period begins, whichever is sooner.

Contributions violating the lobbyist contribution prohibition during legislative sessions will escheat to the Hawaii election campaign fund.

Violations of prohibited lobbyist contributions will be administratively referred by the state ethics commission executive director to the campaign spending commission.

Takes effect on March 22, 2075.
