Directs the Director of Human Resources Development to create a comprehensive Commuting Choice Benefit Program for all executive branch state employees, covering walking, biking, public transit, car sharing, and wheelchair/mobility aid commuting options.

Currently, the State manages 4,877 parking stalls across all islands (3,968 on Oʻahu, 347 on Hawaiʻi, 296 on Maui, 266 on Kauaʻi) offered to employees at approximately one-fourth the public rate ($30-$70/month downtown Honolulu).

State employees using alternative transportation receive no comparable benefit, while an Oʻahu monthly bus pass costs $80 and parking is heavily subsidized through pre-tax payroll deductions.

Requires a progress report to the legislature no later than 40 days before the 2027 regular session convenes.

The program must also include recommendations for similar commuting benefits for legislative and judiciary branch employees.
