Requires property owners to be convicted of a covered offense before their property can be forfeited under Hawaii's property forfeiture laws (Chapter 712A)

Builds upon Act 288 (2025), which required charges to be filed within one year of property seizure for forfeiture to proceed

Conviction requirement includes verdicts, guilty pleas, no contest pleas, and deferred acceptance of guilty or no contest pleas

Maintains existing protections preventing forfeiture when owners demonstrate the offense occurred without their knowledge or consent

Does not affect rights, duties, penalties, or proceedings that began before the Act's effective date
