Doubles the Hawaii Election Campaign Fund income tax check-off amount from $3 to $6 for individual taxpayers with at least $6 in state income tax liability.

Increases the joint return check-off threshold from $6 to $12, allowing each spouse to designate $6 (total $12) to the fund.

Addresses inflation since 1979 when the check-off was established at $2, noting approximately 350% inflation since then while rates were last adjusted in 2008.

Applies to taxable years beginning after December 31, 2025.

Amends Section 235-102.5 of the Hawaii Revised Statutes and updates language from "husband and wife" to "spouses."
