Establishes a climate literacy certificate program for Hawaii high school students to prepare them in addressing economic and social impacts of climate change

Requires students to complete at least two approved courses with climate literacy standards plus an experiential learning project to earn the certificate

Directs the Department of Education to issue certificates of completion and report to the legislature on approved courses and program data

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 to establish the program

Takes effect July 1, 2026, modeled after Colorado's 2024 climate literacy diploma endorsement law
