Establishes a "top-two" primary election system where all voters can vote for any candidate regardless of political party preference, with the two highest vote-getters advancing to the general election

Eliminates the requirement that voters select and vote within a single party's primary ballot

Repeals existing law (§12-41) that awarded nominations based on party-specific vote totals and allowed unopposed county candidates to win outright at the primary

Removes provisions allowing nonpartisan candidates to qualify for the general election by receiving 10% of total votes cast

Takes effect on March 22, 2075
