Establishes a temporary Solid Waste Management Working Group in the Office of the Governor to address solid waste reduction policies and programs in Hawaii.

Responds to the Waimanalo Gulch Sanitary Landfill permit expiration in 2028 and the lack of acceptable new landfill sites on Oahu due to groundwater contamination concerns.

Working group membership includes 15 representatives from state and county agencies, recycling/composting/reuse industries, environmental organizations, and technical experts in areas such as landfill liners, pyrolysis, and plasma arc gasification.

Requires the working group to submit findings and recommendations to the legislature by twenty days before the 2027 regular session, including materials management policies and alternative technologies for non-recyclable/non-compostable waste.

Takes effect July 1, 2050 and repeals on June 30, 2027.
