Creates a Climate Protection Advisory Committee with representatives from the legislature, state agencies, University of Hawaii, and invited experts in energy, agriculture, equity, private industry, and youth climate advocacy to advise on plan development

Mandates the plan include measurable emissions reduction goals, sector-specific strategies for electricity, transportation, construction, and agriculture, plus assessment of climate hazards including sea-level rise and flooding risks

Requires integration of Native Hawaiian values and knowledge systems, prioritization of benefits for overburdened and low-income communities, and evaluation of emerging technologies including geothermal, hydrogen, carbon capture, and nuclear microreactors

Appropriates $2,000,000 from general revenues for fiscal year 2026-2027 to fund consultant services and stakeholder engagement, effective July 1, 2026
