Establishes an executive director position for the Hawaii Invasive Species Council, exempt from civil service requirements, with salary set by the council at no less than the Oahu forestry and wildlife manager position

Redirects the $4,250,000 appropriation for fiscal year 2026-2027 from the Department of Agriculture and Biosecurity to the Department of Land and Natural Resources for council operations

Requires the council to submit a report to the legislature by December 1, 2026 with recommendations for improving invasive species programs and policies
