Grants the Hawaii Department of Agriculture and Biosecurity authority to enter state-leased agricultural lands at any time to survey for, identify, investigate, control, or eradicate invasive species.

Requires all new, renewed, or extended agricultural leases to include mandatory provisions allowing department access and invasive species control measures.

Authorizes the department to order lessees to maintain control of invasive species on their leased parcels.

Permits lease termination if a lessee refuses department entry or violates laws, rules, or orders related to invasive species control.

Addresses the coconut rhinoceros beetle (CRB) outbreak on Hawaii Island agricultural parks, where lack of access authority resulted in incomplete inspections and continued pest spread.
