Exempts emergency medical services (EMS) personnel from commercial driver's license requirements when operating authorized emergency vehicles, matching exemptions already available to firefighters and law enforcement officers.

Requires federal, state, and county firefighters, EMS personnel, and law enforcement officers to maintain proof of successful completion of agency-approved or state-approved training on authorized emergency vehicles.

Expands the definition of "authorized emergency vehicle" to include EMS vehicles, disaster response and recovery vehicles, and Department of Health vehicles, replacing the narrower term "ambulances."

Authorizes the State, county councils, or emergency management agencies to designate publicly or privately owned vehicles as authorized emergency vehicles.
