Amends Hawaii Revised Statutes section 11-364(a) to add the $100 cash contribution limit (section 11-351) to the list of applicable contribution limits requiring return of excess contributions within 30 days.

Excess cash contributions over $100 from a single person during an election period must be returned to the contributor within 30 days or the funds will escheat to the Hawaii Election Campaign Fund.

Applies to candidates, candidate committees, and noncandidate committees receiving aggregate cash contributions exceeding the limit.

Does not affect rights, duties, penalties, or proceedings that existed before the effective date.

Takes effect upon approval by the Governor.
