Requires condominium association budget summaries to contain all mandated information in one place without referring readers to other portions of the budget or reserve study

Removes the good faith defense for associations whose boards adopt a budget that omits the required detailed budget summary

Grants unit owners explicit standing to bring legal action against association boards that fail to substantially comply with budget disclosure requirements

Places the burden of proof on the association board to demonstrate substantial compliance when a unit owner alleges violations of budget disclosure requirements

Takes effect July 1, 3000 (placeholder date indicating further legislative action needed)
