Expands Hawaii's campaign contribution ban from state and county contractors to include contractors' compensated officers and their immediate family members for contracts exceeding the small purchase threshold

Prohibits state and county grantees receiving $100,000 or more, along with their compensated officers and immediate family members, from making political contributions during the grant period

Requires contractors and grantees to disclose names of compensated officers and their immediate family members to the Campaign Spending Commission at contract execution

Mandates the Campaign Spending Commission to maintain a password-protected database of prohibited contributors accessible to candidate and noncandidate committees

Effective July 1, 2050, applying only to contracts or grants executed on or after that date; unlawful contributions must be returned within 30 days or will escheat to the Hawaii election campaign fund
