Exempts minors from various traffic-related surcharges including driver education assessments ($7-$100), neurotrauma fund surcharges ($25-$500), and trauma system surcharges ($10-$100)

Repeals financial penalties imposed on parents or guardians of unaccompanied children in streets and unmarried minors in dance halls

Cites that only 17% of fines ordered against minors have been paid in recent years and notes that over 30 states have enacted similar juvenile fine reforms since 2021
