Establishes a five-year Office of the State Construction Manager pilot program within the Office of the Comptroller to provide centralized design review services for state construction projects administered by the Department of Accounting and General Services and the Department of Education.

Requires the State Construction Manager to hold a valid professional construction management license under chapter 464 for at least five years prior to hire, and prohibits engaging in private practice while serving in the position.

Mandates review of all plans, drawings, and specifications for state construction projects, with final documents submitted to the Disability and Communication Access Board for accessibility compliance review.

Creates the Design Review Special Fund funded by fees for services, legislative appropriations, and interest earned, with moneys remaining until the pilot program dissolves on June 30, 2031.

Requires annual reports to the governor and legislature from 2027-2031 and directs the comptroller to adopt implementing rules by December 31, 2027.
