Amends Hawaii's Coastal Zone Management Act to exempt certain state- or county-funded public infrastructure projects from special management area use permit requirements in Lahaina wildfire recovery zones.

Exemption applies only to projects that have received an environmental assessment exemption or finding of no significant impact under Chapter 343, and are located in zones designated for reentry after the 2023 Maui wildfires as of January 1, 2026.

Eligible infrastructure projects include repair, maintenance, restoration, replacement, or new construction of waterlines, wastewater facilities, drainage, electrical, communications, roads, and pedestrian/bicycle facilities.

Projects must be consistent with the applicable county's community plan, and the sponsoring agency must issue a written determination of consistency with citations to relevant policies.

Takes effect July 1, 2050, with a sunset date of June 30, 2029.
