Requires the School Facilities Authority to establish geographically based capital improvement project districts for localized management of deferred maintenance at public schools, with boundaries aligning with existing Department of Education school districts.

Each district would oversee project design, construction, budget administration, and scheduling for deferred maintenance, while serving as the primary local contact for schools within the district.

Mandates dedicated staff including a district facilities manager be assigned to each district to carry out these functions.

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 to establish the districts, to be expended by the School Facilities Authority.

Effective date set for July 1, 2050.
