Hawaii Teacher Standards Board must develop an alternative pathway for visiting international educator permits that remain valid for the full duration of a J-1 visa exchange program (up to 5 years)

Currently 365 internationally certified educators, primarily from the Philippines, serve in 101 Hawaii public schools, with 25 additional educators from Africa expected in the 2026-2027 school year

Current state licensing rules require international teachers to complete examinations costing over $1,000, creating barriers that prevent many from completing full licensure within their 3-year initial visa period

While 22.4% of Hawaii public school students identify as Filipino, only 7.4% of educators share that ethnic background, highlighting the need for increased teacher diversity

The Act takes effect upon approval and sunsets on June 30, 2031, at which point the amended statute reverts to its original form
