Bans motor vehicles towing vehicles or trailers from using the far left lane on roadways with three or more lanes in the same direction, in counties with 500,000+ population

Exempts public transit vehicles, school buses, and authorized emergency vehicles from the left-lane restriction

Establishes a tiered penalty structure for left-lane violations, with escalating fines for repeat offenses and mandatory traffic safety courses for third or subsequent violations within three years

Takes effect upon approval and applies prospectively without affecting previously incurred penalties or pending proceedings
