Establishes a three-year Homelessness Sanctuary Pilot Program administered by the Coordinator on Homelessness, Department of Human Services, and City and County of Honolulu to provide safe housing locations for unhoused primary caregivers and children under 18.

Requires designated sites to include central tent shelters, vehicle parking with overnight sleeping permitted, restrooms, showers, laundry facilities, lockers, solid waste collection, perimeter fencing, and onsite security.

Mandates partnerships with nonprofits to provide at least one meal daily per resident, allows pets, and establishes volunteer and paid employment opportunities at minimum wage for tasks like cleanup and vegetation control.

Directs surveys of residents to identify additional needed services including medical care, mental health services, childcare, job training, assistance obtaining IDs, and transportation for school and employment access.

Appropriates $5,000,000 for fiscal year 2026-2027 to the Department of Human Services, with reports due to the legislature before the 2027, 2028, and 2029 sessions evaluating program effectiveness.
