Requires all written consents to adoption be notarized by a notary public in Hawaii or any other jurisdiction before an adoption petition can be granted

Applies the notarization requirement to adoptions of both children and adults

Maintains existing consent requirements including consent from birthing parents, legal parents, adjudicated parents, presumed parents, and children over age 10

Requires adult adoptees and their spouses (if married) to also have their adoption consent notarized

Takes effect upon approval as part of the Judiciary Package for Family Courts
