Establishes a fixed 60-day deadline for the Hawaii Supreme Court to decide whether to accept or reject certiorari applications, replacing the current variable deadline based on when responses are filed.

Eliminates the requirement to monitor response filing dates, extension requests, and calculate varying disposition deadlines for each case, improving judicial efficiency.

In fiscal year 2025, 181 certiorari applications were filed, each requiring staff to track multiple variables to determine the disposition deadline under current law.

Extends disposition deadlines that fall on weekends or state holidays to the next business day.

Applies prospectively only to cases where the Intermediate Court of Appeals judgment or dismissal order was filed on or after the Act's effective date.
