Elevates harassment from a petty misdemeanor to a misdemeanor when committed against a public servant because of or during their performance of official duties

Defines "public servant" broadly to include the governor, lieutenant governor, department heads, legislators, state and federal judges (active, former, or retired), probation officers, election volunteers, and all federal, state, and county employees

Amends Hawaii Revised Statutes section 711-1106 to add enhanced penalties for harassment targeting public servants performing official functions

Responds to rising threats, harassment, and violence directed at public servants nationwide, which has led to resignations, impaired service delivery, and undermined public trust in government institutions

Takes effect on March 22, 2075
