Amends Hawaii's Uniform Probate Code to create two categories of sealed documents in guardianship and conservatorship proceedings: permanently sealed vital records (birth, marriage, death certificates, tax returns) and temporarily sealed sensitive materials pending court review.

Establishes temporary sealing for medical records, physician letters, kokua kanawai (court investigator) reports, court-ordered professional evaluations, and responses to these documents until a hearing determines whether continued sealing is justified.

Provides automatic access to temporarily sealed documents for the court, the respondent, petitioners, nominated guardians/conservators, their attorneys, and others with court-ordered good cause.

Requires a court hearing to determine whether a compelling interest justifies restricting public access to temporarily sealed medical records and evaluations.

Recommended by the state judiciary's committee on the uniform probate code and probate court practices, comprising probate judges and attorneys practicing in probate, trust, and guardianship law.
