Establishes a Hawaii Film Commission as a 12-member body within the Department of Business, Economic Development, and Tourism to oversee all film, television, and digital media production activities in the state, including tax credit administration, studio facilities, and workforce initiatives.

Creates the Film Industry Development Special Fund to receive revenues from motion picture tax credit processing fees, facility management income, legislative appropriations, and grants for use in production incentives, workforce development, and infrastructure support.

Transfers responsibilities from the existing Hawaii Film Office to the new commission, which will be chaired by the DBED director and include representatives from county film offices, labor workforce, and industry experts in areas such as indigenous storytelling and global production.

Separates film and media from the definition of "creative industries," renaming the Hawaii Film and Creative Industries Development Special Fund to the Hawaii Creative Industries Development Special Fund with modified funding sources.

Requires the commission to submit annual reports to the legislature detailing tax credits awarded, waivers granted, grants distributed, public-private partnerships, and workforce development outcomes.
