Establishes a two-year pilot project prohibiting privately owned refuse collection vehicles from operating before 6:00 a.m. or after 6:00 p.m. in the Waikiki Special District of Honolulu

Restrictions apply within 500 feet of any area zoned for mixed-use or residential apartment use in designated urban districts

Addresses noise complaints from residents disturbed by early morning refuse collection operations

Counties may adopt more stringent local regulations; in conflicts between state and county rules, the stricter requirements apply

Takes effect January 30, 2050, with automatic repeal on June 30, 2028
