Requires the Hawaii Department of the Attorney General to publish an annual firearms report on its website starting April 1, 2027, tracking firearm-related deaths, injuries, and violations categorized by cause (violence, unintentional discharge, or self-harm)

Mandates reporting on firearm purchases (private vs. dealer sales), permitting and licensing data, and licenses to carry, including classification by make and model where available

Requires tracking of lost, stolen, or unaccounted firearms, including storage location, storage compliance, and confiscated ghost guns or firearms lacking serial numbers

Collects demographic data (gender, age, race/ethnicity) on both firearm operators and victims involved in incidents, along with operator criminal history and mental health background

Requires county police chiefs, the Department of Health, and other relevant agencies to submit data to the Attorney General by February 1 each year, with an effective date of July 1, 2050
