Expands the Agribusiness Development Corporation's authority to acquire property through leasing, licensing, and renting in addition to grants and purchases

Requires the corporation to charge market rate or higher for letting, licensing, or renting its properties to lessees, licensees, and tenants

Allows below-market rates for tenants who produce fresh local agricultural products purchased by the Department of Education or who are partner members of the Food and Product Innovation Network

Market rates must be determined either by a qualified board employee or through an appraisal paid for by the prospective lessee, licensee, or tenant

Takes effect July 1, 2050
