Real property leased between state government entities in Hawaii must cost no more than $1 per year, provided the lessee's use aligns with the lessor's mission and subleasing is prohibited.

Leases are exempt from the $1 cap if the real property is being used by a department to meet a core responsibility expressly provided in Hawaii Revised Statutes sections 26-5 through 26-21.

Adds a new section on "intrastate government leases" to Chapter 171 (Public Lands) of the Hawaii Revised Statutes.

The Act does not affect rights, duties, penalties, or proceedings that existed before its effective date.
