Authorizes certain special and revolving funds to be used for administrative and operating costs, including personnel expenses, in response to fluctuating federal funding and policy changes.

Amends the Hawaii Technology Development Corporation revolving fund (Section 163D-17) to allow appropriations and grants to cover personnel and operating costs.

Expands the Hawaii Community Development Authority special fund (Section 206E-16) to include administrative costs in its permitted uses.

Modifies the Strategic Development Programs revolving fund (Section 206M-62) to explicitly fund operations and administration of strategic development programs under Chapter 206M.

Allows the School Facilities Authority special fund (Section 302A-1706) to cover operational costs in addition to school development, planning, and construction projects.
