Redesignates the stadium development district as the Halawa community development district and transfers zoning and entitlement authority from the City and County of Honolulu to the Hawaii Community Development Authority (HCDA).

Establishes the Halawa Community Development District Special Fund to receive revenues, fees, grants, and appropriations for district development and maintenance, separate from the general fund appropriation process.

Redefines the Stadium Authority's role to focus on maintaining, operating, and managing the stadium and related facilities, while HCDA assumes broader district planning and regulatory responsibilities.

Requires HCDA and the Stadium Authority to enter a memorandum of agreement outlining their respective responsibilities for the new Aloha Stadium development and surrounding transit-oriented development area near the Halawa/Aloha Stadium rail station.

Authorizes HCDA to assess regulatory and service fees on beneficiaries within the district to cover costs of maintaining, regulating, and providing services.
